Special Investigators are NOT considered what type of personnel?

Special Investigators are not considered peace officers because, in the context of law enforcement, peace officers are individuals who have the authority to enforce laws, make arrests, and carry out other law enforcement duties typically defined by state law. They usually undergo specific training, certifications, and have certain legal powers granted to them by jurisdiction.

Their authority can be more limited, generally confined to specific investigations or cases without the blanket authority that peace officers have.

The other types of personnel—federal agents, state investigators, and local law enforcement—are typically authorized to perform law enforcement functions and are recognized as peace officers in various capacities, thus differentiating them from Special Investigators.
